The Position: Part-time zoning and code enforcement officer position ensures the compliance of zoning related ordinances, public nuisance abatements, borough and zoning codes, property maintenance, abandoned and inoperable vehicles, issuing of permits, and other related duties.

Classification: Part-time

Hours: Monday to Friday, 8:30am to 3:30pm

Compensation: Starting at $18/hour for up to 30 hours/week. No benefits.

Supervision: This position is under the general guidance and direction of the Borough Manager and Council.

Description of Work

The Zoning and Code Enforcement Officer performs a variety of routine and complex work in the interpretation and enforcement of adopted codes, ordinances, and related rules and regulations relating to zoning, land use, borough codes, health and safety, blight, and other matters of public concern. This position serves as a resource and provides information on Borough ordinances to property owners, residents, and businesses.

Enforces Borough codes not primarily enforced by the Police Department.

Coordinates with Building Inspectors, Borough Engineer, Police Chief, Fire Chief and other departments as necessary to secure compliance with Borough codes when enforcement becomes necessary.

Performs systematic site inspections of properties and conducts weekly rounds by way of car to ensure compliance with all applicable Borough codes and regulatory requirements; enforces all aspects of Borough codes and ordinances.

Writes letters for enforcement for any Borough Code violations. Issues the necessary citations for non-compliance.

Maintains a list of all abandoned real estate. Enforces any related ordinance violations.

Coordinate with Building Inspectors and or Borough Engineer, to inspect structures for determination of soundness and consideration for condemnation.

Conduct inspections for and issuing Residential Occupancy and Commercial Conforming Use Occupancy Permits.

Issues Repair, Zoning, UCC, Demolition, Sidewalk, Curb Cut, Driveway, Street Opening, and Signage Permits.

Determine if variances are needed, post and deliver to either Zoning or Planning Commission.

Attends all hearings for ordinance violations, schedules hearings for matters pertaining to the Zoning and Planning Commission.

Attends monthly Council meetings and provides detailed monthly reports to the Borough Manager and Council.

Must be able to use a computer proficiently including software such as Microsoft Word, Excel, PowerPoint and Permit Manager.

Must be able to use GMAIL and other G-Suite products proficiently.

Schedule and maintain a calendar of appointments, meetings, travel itineraries, etc.

Maintain property files and databases; assemble and format data to create simple reports.

Assign administrative assistant with enforcement, compliance, and ticketing follow up, as well as mass mailing needs.

Prepare appropriate zoning documents, meeting materials, and correspondence for all Borough meetings as per the agenda in a timely manner to be included in Borough packets.

Suggest updates and changes to zoning website pages.

Respond to Right to Know requests for zoning information as assigned by Borough Manager in a timely manner.

Record, prepare and distribute meeting minutes for Zoning Hearing Board hearings.

Respond to emails and voicemails in a timely manner.

Perform related duties as assigned.

Essential Functions:
Read, write, and speak clearly.
Communicate effectively by oral, written, and electronic means.

Use standard office equipment such as a laptop computer, telephone, printer/scanner/copier, letter opener, stapler, laminator.

Maneuver safely around objects such as tables, chairs, boxes.

Speak with residents who express concerns over local issues such as alleged ordinance violations, short-term rentals, and other issues. When situation escalates be able to defer resident to Borough Manager or Council President.

Sit, stand, walk, bend, kneel, stoop, reach, crawl, twist, and climb; lift and carry up to 35 pounds.

Required Experience, Training & Eligibility Qualifications:

Preference will be given to residents of Monroe County.

Minimum Experience and Training Requirements: One year of office work and demonstration of professional office etiquette and at least two years of work in municipal planning and zoning.

Must have a valid driver’s license with a good driving record.

Must be able to work inside sitting down for long periods of time.

Must have at least an Associate’s Degree.

Must be able to problem solve and take initiative.

Must be able to perform essential job functions.

Must have reliable transportation in order to commute to work on time.
